Rent Support 2026: Who Is Entitled and How to Apply

Aluseg Rent Index — rental prices in Braga

With rents rising faster than wages, public rent support has become decisive for thousands of tenants. But there are three different schemes, with different rules — and one common requirement that blocks a great many applications: the lease must be registered with the tax office (Finanças).

This guide explains the three schemes, who is entitled, how to apply, and how to unlock the registration requirement.

The essentials in 30 seconds

  • There are 3 schemes: the extraordinary one (automatic, via Social Security), Porta 65 (by application) and the municipal ones.
  • The extraordinary support is paid without an application — but only with a lease registered with the AT (Autoridade Tributária, the Tax Authority) and receipts issued.
  • Landlord did not register the lease? Since 2025 the tenant can self-register it on the Portal das Finanças (the Tax Authority’s online portal).
  • Get your documents ready now: lease + AT registration, receipts, proof of address and income, IBAN.

The three rent support schemes in Portugal

Scheme Who it is for How it works Where to apply
Extraordinary rent support (apoio extraordinário à renda) Households with a high rent-to-income ratio (rent weighing more than 35% of income) and income up to the 6th IRS bracket Automatic Awarded by Social Security (Segurança Social), based on AT data — no application, but only with a registered lease and receipts issued seg-social.pt (check on Segurança Social Direta)
Porta 65 (Jovem and others) Young people up to 35 (Porta 65 Jovem), with recent extensions to other situations Application In periods through the year; covers a percentage of the rent, decreasing over the years portaldahabitacao.pt (IHRU)
Municipal support Depends on the municipality (Lisbon, Porto and many others have their own programmes) Rent subsidies with each council’s own rules and periods Your town hall (Câmara Municipal) website

Extraordinary rent support: automatic — if the data exists

The logic of this support is simple: Social Security cross-checks the data from your lease registered with the AT and your electronic rent receipts against the income declared in your IRS return. If the rent-to-income ratio exceeds 35% and your income falls within the limits, the support is paid automatically, month by month.

The practical consequence: anyone with a lease “in a drawer” does not exist for this support. Without registration with the AT and without receipts, no data cross-check is possible — and there is no support.

Porta 65: the support for young people (and the most sought-after)

Porta 65 Jovem covers a percentage of the rent of young people up to 35, for renewable periods, with applications submitted online on the housing portal in specific windows through the year. Key points:

  • It requires a valid, registered lease, with rent within the maximum limits set by municipality;
  • The application asks for documents: lease, proof of registration with the AT, receipts, proof of income and of address — gather everything before the window opens, because the periods are short;
  • The contribution decreases over the years of support;
  • The exact rules (percentages, rent limits, calendar) are published by IHRU (Instituto da Habitação e da Reabilitação Urbana, the national housing and urban rehabilitation institute) at portaldahabitacao.pt — confirm the edition in force.

The requirement that blocks half the cases: an unregistered lease

All the schemes rest on the same foundation: a formal tenancy, with the lease reported to the tax office (Modelo 2) and electronic rent receipts. If your landlord never registered the lease:

  1. Talk to them first — registration is the landlord’s obligation and the process is quick (step-by-step registration guide);
  2. If nothing happens, note that since 2025 the tenant can register the lease directly on the Portal das Finanças (self-registration) — precisely so that you are not prevented from accessing support and deductions;
  3. After registration, electronic rent receipts are issued monthly — they are what proves the rent paid.

Documents to prepare (for any of the schemes)

  • Lease and proof of registration with the AT;
  • Recent rent receipts;
  • Proof of address (the one from the Portal das Finanças is free);
  • Proof of income (payslips, IRS return);
  • IBAN and identification of all household members.

Frequently asked questions

Is rent support paid automatically?

The extraordinary rent support, yes — it is awarded by Social Security based on data cross-checked with the AT, without an application. Porta 65 and the municipal schemes require an application in the set periods.

Will my landlord find out that I applied for support?

The support is paid to the tenant, not to the landlord. But since all the schemes require a registered lease and receipts, the tenancy has to be formalised — which is, in any case, your right.

Does a room rental count for the schemes?

It depends on the scheme and the form of the lease: as a rule, a formal, registered lease (or sublease) is required. A verbal agreement is not a basis for any support.

Can I combine Porta 65 with the extraordinary rent support?

The rules on combining them are set out in the legislation for each scheme and have been adjusted over time — check the rule in force on the housing portal and with Social Security before counting on both.

What do I do if the landlord refuses to register the lease?

Use self-registration: since 2025, the tenant can report the lease directly on the Portal das Finanças. The landlord remains responsible for their tax obligations — and the tenant is no longer blocked from support.
