Bank, AIMA (Agency for Integration, Migration and Asylum), school, employer, telecoms operator — sooner or later, someone asks you for proof of address. And if you live in a rented home where the bills are not in your name, the request can become a headache.
This guide shows the 7 ways accepted in Portugal, which one is free and immediate, and how to solve the special case of the tenant with no bills in their name.
The essentials in 30 seconds
- The fastest: the tax address certificate (comprovativo de morada fiscal) on the Portal das Finanças, the Tax Authority’s online portal — free, 2 minutes, the most widely accepted.
- 7 documents work: the tax address certificate, utility bills, a bank statement, a parish council certificate, the lease, a rent receipt and a landlord’s statement.
- Bills not in your name? Three ways out: a registered lease, electronic receipts or a statement signed by the landlord.
- Moved house? You have 60 days to update your tax address with the AT (Autoridade Tributária, the Tax Authority) (art. 19 of the Lei Geral Tributária, LGT).
What counts as proof of address
There is no single legal list — each body defines what it accepts. In practice, these are the documents accepted most often:
| Document | Where to get it | Cost | Validity usually required |
|---|---|---|---|
| Tax address certificate (comprovativo de morada fiscal) | Portal das Finanças (2 minutes) | Free | The most widely accepted — issued on the spot |
| Utility bill (water, electricity, gas, telecoms) | Supplier’s customer area | Free | Usually up to 3 months |
| Bank statement or bank letter | Online banking or branch | Free to a few euros | Usually up to 3 months |
| Residence certificate (atestado de residência) | Parish council (Junta de Freguesia) | A few euros (varies by parish) | Set by the body requesting it |
| Lease agreement | Your lease (ideally registered with the AT) | — | While in force |
| Electronic rent receipt | Portal das Finanças (issued by the landlord) | Free | Current or recent month |
| Landlord’s statement / accommodation declaration | Signed by the owner — free template here | Free | Set by the body |
The free and immediate way: Portal das Finanças
For most purposes (banks, employers, public services), the tax address certificate sorts it out in 2 minutes:
- Go to portaldasfinancas.gov.pt and log in (NIF and password, or Chave Móvel Digital, the Digital Mobile Key);
- Look for “Dados Pessoais Relevantes” (Relevant Personal Data) or type “morada” (address) in the search box;
- Choose “Consultar Dados Pessoais” (View Personal Data) and then the option to obtain a certificate;
- Download the authenticated PDF — it has official validity and a verification code.
The change is made on the Portal das Finanças itself or, with a Citizen Card and a reader/CMD (Chave Móvel Digital), on eportugal.gov.pt, which updates your address across several services at once.
Residence certificate from the Junta de Freguesia
When the body specifically requires a residence certificate (common in legalisation processes, schools or social benefits), the request is made at the Junta de Freguesia (parish council) for your area. Bring ID and, depending on the parish, proof (lease, bill) or two witnesses registered in the parish.
The cost is set by each junta — typically between €2 and €10 — and it is usually issued on the spot or within a few days.
Do you rent and the bills are not in your name?
It is the most common case of being blocked — and there are three ways out, in order of strength:
- A lease in your name, registered with the tax office (Finanças) — it is both proof of address and the basis for everything else (receipts, rent support, IRS). If your lease is not registered, note that since 2025 the tenant can register it directly on the Portal das Finanças;
- Electronic rent receipts in your name — each receipt issued by the landlord on the Portal das Finanças identifies your address. If the landlord does not issue them, they are failing an obligation — see how electronic receipts work;
- A statement signed by the landlord, when the entity accepts it: there is a free PDF and Word template. For AIMA, the applicant signs AIMA’s official template, with the lease and the previous month’s rent receipt.
If you are looking for a home right now, start with your documents already organised: a complete tenant dossier (identification, income, references) speeds up landlords’ replies — and avoids this last-minute scramble for proof.
Tax address vs. proof of address
They are not the same thing: the tax address (morada fiscal) is the one in the AT’s records (only one, your usual residence); a proof of address is any document showing where you live, for the specific purpose the body asks for.
Keeping your tax address up to date is what unlocks the free certificate from the Portal das Finanças — and it is also a condition for benefits linked to your own permanent residence.
Frequently asked questions
How long is a proof of address valid?
It depends on who asks for it: the usual practice of banks and operators is to accept documents less than 3 months old. The tax address certificate from the Portal das Finanças is issued on the spot, so it is always “fresh”.
Can I get a proof of address free and online?
Yes — the tax address certificate can be downloaded free of charge from the Portal das Finanças, as an authenticated PDF with a validation code. It is the fastest and most widely accepted route.
Does a lease count as proof of address?
In most cases, yes — especially if it is registered with the tax office (Finanças), which gives it documentary weight. Combine it with a recent rent receipt to leave no doubt.
Are digital bills accepted?
Generally, yes: the PDF downloaded from the supplier’s customer area counts as a bill. Some more conservative bodies may ask for an authenticated document — in that case, use the Portal das Finanças certificate.
How much does the residence certificate from the Junta cost?
The amount is set by each Junta de Freguesia — typically between €2 and €10. Also check the documents required, which vary from parish to parish.
Note: informational article — this is not legal advice. The specific requirements are set by each body.
